Green Path towards Sustainable Development

The project „Green Path towards Sustainable Development” was financed as part of RO07 Programme – Adaptation to climate change, by funds provided by Iceland, Liechtenstein and Norway via EEA Grants 2009 – 2014, the grant amount being worth 3,822,997.51 Euros, plus the co-financing and ineligible costs provided by the Ministry for Water and Forests (MMAP). Project duration was between January 2015 and April 2017.

The promoter of the project was the Environmental Protection Agency Sibiu and the partners are the Norwegian Association of Local and Regional Authorities – KS, National Administration of Meteorology, Sibiu City Hall, Brasov City Hall, Tg. Mureș City Hall and “Lucian Blaga” University of Sibiu. The general objective of the project was to reduce human and ecosystem vulnerability to climate change and it aims at developing a set of best practices on adaptation to climate change.

Within this project, besides other activities, were developed Strategies and Action Plans on adaptation to climate change in three municipalities in Romania: Sibiu, Brașov and Tg. Mureș. Furthermore, four important and high priority sectors were identified: transport, energy, infrastructure/constructions/urban planning and ecosystems. These sectors were selected on the basis of the Local Action Plans and Development Strategies in each county and it is considered that they have the most significant impact on people’s life given these inhabitants use means and routes of transport and they depend on energy and ecosystems and live in buildings.

The contract was implemented in the period January 2015 – October 2016.

The subject of our contract was also to elaborate the following guides as follows:

– Guide for developing municipal strategies for adaptation to climate change

– Best practices guide on adaptation to climate change for the vulnerable sector Energy

– Best practices guide on adaptation to climate change for the vulnerable sector Transport

– Best practices guide on adaptation to climate change for the vulnerable sector Infrastructure / constructions / urban planning

– Best practices guide on adaptation to climate change for the vulnerable sector Ecosystems.

This guide aims at introducing a series of methodological aspects, especially examples of best practices in the sector Energy, referring to the documents that have been already developed: Strategies and Action Plans on adaptation to climate change in the three municipalities and Guidelines for developing municipal strategies for climate change adaptation. This document is intended primarily for local public administration and also for other stakeholders in the sector Energy at local and national level, including citizens.

The activities carried out under the service contract are the following:

Activity 2.1.2 Elaboration and editing action strategies and plans concerning adaptation to climate change in three municipalities (Sibiu,Tg. Mureș, Brașov) in Region 7 Centre based on surveys conducted in the municipalities, risk and vulnerability assessment, thematic maps and meteorological research.
Sub-activities:
2.1.2.1 Conducting three municipal surveys
2.1.2.2. Risk and vulnerability assessment – identifying vulnerable areas and sectors in the three municipalities – after handing in the report on the meeting of the workgroup for each of the three municipalities (3 meetings)
2.1.2.3. Elaboration and editing the strategies for adaptation to climate change and of the action plans in three municipalities in Region 7 Centre as follows: - after handing in the report on the meeting of the workgroup (4 meetings) and on the acceptance of each of the municipal strategies
2.1.2.4. Printing 3 municipal strategies

2.2.1. Elaboration of 5 guidelines for adaptation to climate changes in the Region 7 Centre, as follows: 1 guidelines for the elaboration of municipal strategies, and 4 guidelines for the selected vulnerable sectors: transportation, energy, infrastructure/ constructions/urban planning, ecosystem
