Framework contract – Training staff of the coordination structures, management and control of structural instruments in the management of operational programs.

General Objective:
This project aims at strengthening the administrative capacity of the institutions responsible for the efficient management of Structural Instruments.

Specific objectives: providing adequate knowledge for programs management and improving the skills of staff in the Romanian institutions involved in the management of structural instruments, through:

  • organizingtraining sessionsinRomania
  • organization ofvisitstoexchange goodpracticesinother EU Member States

Project description: organizing training sessions and visits to exchange best practices for employees of management structures and coordination of structural instruments, in the following areas:

  • Programmingandnew regulations forthe period 2014-2020;
  • Management ofoperational programs, includingrisk management, monitoring and reporting on structural instruments,indicators, monitoring at project level, aid andincome generating projects, horizontal policies, managementpartnerships, technical assistance and closing programs;
  • Financial management andaudit, includingexpenseseligiblefor reimbursementclaims processingand payments,the N+ 2, checksmanagement,reporting, system auditand operations,preventing andcorrecting errors;
  • Management ofprojects financedbystructural instruments;
  • Managementof public procurement;

Organizing training sessions and visits to exchange best practices for employees of management structures and coordination of structural instruments, in the following areas:
- Programming and new regulations for the period 2014-2020;
- Management of operational programs, including risk management, monitoring and reporting on structural instruments, indicators, monitoring at project level, aid and income generating projects, horizontal policies, management partnerships, technical assistance and closing programs;
- Financial management and audit, including expenses eligible for reimbursement claims processing and payments, the N + 2, checks management, reporting, system audit and operations, preventing and correcting errors;
- Management of projects financed by structural instruments;
- Management of public procurement;
- Other relevant topics seeing the skills and competences of managing structural instruments.
