Feasibility study on replicating Public-Private Partnerships for establishing biomass heat delivery service in rayons of Moldova, REF14/00883
The „Study Report” aims to assess the feasibility of replication of Public-Private Partnership (PPP) for the development of biomass-based heating energy infrastructure based on the experience of Leovo rayon.
The study conducted to determine the feasibility of such an activity proved the potential of such services through establishing public private partnerships in public sector.
The conducted study presents an analysis of the replication potential for establishing 7 additional public-private partnerships for heat produced from biomass and delivered to public buildings.
The major benefits of the proposed model are related to the quality of delivered heating service, insurance of heat comfort in public buildings, decrease of energy costs for heating and the locally produced fuel.
The assignment also implied the elaboration of a ready to use detailed guideline for applicants interested to adopt the described model, template of documents required to establish a public-private partnership.

The key activities and expected output include:
• Develop, present and approve a methodology for conducting the study;
• Develop a questionnaire for the survey to be conducted with at least 10 rayon administrations fo Moldova;
• An analysis of the pilot project in Leova will be conducted to determine the strengths and weaknesses of the model;
• Based on the above, conduct the survey in all the districts of Moldova to determine the opportunities of deploying additional PPPs for heat delivery and the present the major highlights to the Project;
• Where applicable, determine the local economic potential of the model, trends of biomass fuel selling prices, evaluation of demand for heat delivery, recommend technologies and equipment to be used;
• Develop a final report summarizing the replication potential in each analyzed rayon including a ranking of most appropriate candidates willing and ready to establish a PPP in biomass heat delivery service;
• Develop a step-by-step guide for creation of a public private partnership with recommandations related to peculiarities of biomass heating service delivery creation;
• Present the findings and recommendations of the assignment to all interested rayon administrations in a public presentation organized in coordination with MEBP.
